The controls cannot be optional.
What did the system act on?
The inputs, assumptions and uncertainty behind a decision should be available to the person reviewing it.
Where does its authority stop?
Automation needs a defined boundary: what it may do alone, what needs approval and what it must never do.
Can a person take over?
Intervention cannot be a theoretical safeguard. The operator needs a practical way to pause, override and recover.

A decision layer, not a system on its own.
AI depends on reliable infrastructure, current data and working connections. It is the decision layer, not a complete system on its own. The operator still needs a way to inspect decisions, set limits and take back control.
